So ...if food manufacturing plant shuts down because of ILLNESS can a president order opening?? I have done NO reading on this.... I was thinking a president can require anyone on unemployment to fill any position that requires no license to underwrite missing or sick personnel .......BUT who will assure the safety of the plant.. the experts could not do it and that's why their employees got sick....no?
