Iris, just like most things have their own way of doing things on an individual basis that can also be affected by a lot of other factors, like weather, time of transplant, soil conditions, amount of sun light, etc. I have some irises that when transplanted will always take a year off from blooming, others will always seem to bloom the next year. No one size fits all with irises.
Politicians are like diapers, they need to be changed often, and for the same reason.
