You have the right idea. Slowly make cuts until you find normal tissue. I hope there is some! You can do the rest of the things you mentioned. I have done that. It takes a long time for the plant to recover, but if there is good tissue left, you can probably have it back to growing nicely by next summer. Good luck with it. It does have a very nice caudex.
