I followed the link on the image of Exalted Ruler in the database to Tom Rood's website. Tom does have it listed in his 2020 pricelist. I'm not sure about finding Mixed Emotions but will do some searching later this afternoon.

There were 3 registrations from JW Miller, Mixed Emotions, Mimi Hunt and Sam Hill. The address listed in the hybridizer code is Sarepta, Louisiana, maybe someone in one of the daylily clubs would be able to help locate one or more of her registrations.
