Hi, I will try to answer all the questions:

I have not seen that before either. Have you inspected the leaves for insects like spider mites:
(there basically is NO leaves) most of the tree looks like this. The few leaves that are on the tree all look normal. I don't see anything obvious.

or checked if anyone has used any types of chemicals on the plumeria :
I do all my own gardening etc. Nothing has been used out there at all except water. I have several large plumerias, all planted about the same time that run across the front of my house. Basically where one ends, the next starts. NONE of them is showing any issue. If it was a chemical etc why it would affect this plumeria, which is in the middle of the group but not any of the others I have no idea.

or on nearby plants/lawns/trees/home since the problem started? Note: remember that wind drift can spread the chemicals long distances too. I have several plumerias right next to it. None of them showing anything.

Other questions: Is your soil alkaline or acidic? No idea, but plumerias grow great in it lol. I've had that tree there for about 10 years. Never have to do anything for it. They just grow!

How many hours of sun does the plumera get (from when through when)? Pretty much full sun. It gets a bit of shade on part of plant from house, but it is big enough now that it is as tall as my house, so no real shade.

Did you use any new products (fertilizers, etc) on the plumeria this year? NOPE.

Where are you? Southern California, Orange County. I found someone else also having this problem, also southern california.

Are the unusual leaves randomly scattered throughout or on one general area or ??? Looks like across the whole plant. It looks like the lower leaves on each stem had normal leaves, and all the new upper sections do not. It's almost like the every leaf etc across the top of the tree is damaged. the branches on it are intertwined with another plumeria just a few feet from it at the base, and the other one does NOT have this issue. I don't think it's sun etc because other 2 plumerias on each side of it, are same height, and they aren't showing this.

Are the normal leaves randomly scattered or on one general area? randomly scattered, and all seem to be lower on the stalks.

I think I am going to soak it with water and see what happens just as an experiment. These are not new young plants and I never have to water them.
