I have a fish pond in my backyard and was watering the shrubs with water from that pond, not with city water or anything like that. The fish emulsion/fertilizer usually helps to perk up shrubs that might be planted in areas where the soil is not real fertile, I had these planted under a hemlock and eventually they both looked so bad I removed them. I planted boxwoods there and they are so far doing okay.
