I'm familiar with this bed (Bed 4) at the Peony Garden, and with this view of it. I believe the plants in the extreme lower left are Madame Ducel. Next along a diagonal from lower left to upper right are Monsieur Jules Elie, with the white ones Just beyond them being Miss America, and the red ones further up being Richard Carvel.

According to my records, the peony referenced in the caption, Madame Emile Debatene, exists in the Peony Garden collection as a recent addition, in Bed 14, sites 4ef.

For reference, here is a photo grid I have constructed for Bed 4 from photos I have taken of the plants in the bed over the years. I believe @frankrichards16's photo to be a view of this bed, looking across it from the lower right of this grid to the center left, i.e. showing approximately the right side of the grid.

Frank's photo would make an excellent Plant Combination photo, including Monsieur Jules Elie as one of the plants, but at the very least, its caption needs to be revised.
