Garden Pest Gurus,

I noticed that one branch of my "Peaches & Cream" Jap maple is delayed in leafing out. In the photos below you can see that the leaves are stunted and Gnarly. They APPEAR to have some webbing on some of them but I don't believe it's spider mites because it's only 1 branch. One of the photos shows how the rest of the tree is completely fine (in the background) while this branch has few leaves and is definitely suffering from something...

Any ideas?
