Absolutely not.
Those areas have owners, whether private individuals or city councils: let THEM take care of THEIR property. The last thing they need is naive Good Samaritans running around doing what THEY are expected to do.
Remember: these are not people in need. They are just lazy, they just flat out don't care or, in the case of city councils, they love ribbon cutting but detest maintenance. Don't encourage them.
