I think it is a hardy one, I'm pretty sure S. rubens is hardy to zone 8, and so is Lizard.
I think this is just a very prolific seeder. And since it is one of the "matting" types I suppose it is very fast to mature and start blooming.

I think this one is availbe mainly in Western coast, this plant is basically unheard of here in the East coast.
