I agree, it looks like Bourreria species but I don't know which one. There are apparently 3 species native and endangered in Florida, found in the southern part of the state of Florida.

B. cassinifolia: Miami-Dade County, and Monroe County
B. radula: Monroe County
B. succulenta: Lee County Miami-Dade and Monroe County
