You're right about that, I just took a quick look at the blue flowers and assumed the most common bulb to be planted among tulips would be hyacinths. They have many sections of them mixed together in the spring there. Here's the full original image, there were no ID tags that I saw. And I can't tell which they are, scilla or squill after really enlarging it and trying to be certain!
