It looks like you are referring to the Vegetable Planting Calendar.
The 3 columns are marked at the top of the chart:
Sow seeds indoor
Transplant seedlings into the garden
Direct sow seeds

The paragraph above the chart explains when to plant many types of veggies and that some should be directly sown in the garden, thus under the Sow Seeds Indoors column is marked as n/a
