Yes, the brown part is dead. Cut the green part off, so that no brown is still attached. Let it dry at least overnight, then stick it back into the soil, burying the cut end at least an inch. Doing that periodically even if nothing is wrong can help keep the pot full of fresh new growth - or you can fashion some kind of trellis/support to have a more upright looking pot, with your periodic guidance.
