Yes, it looks happy. If I had to guess, it is about to flower. Time will tell very shortly there.

The burro tail succulents start out upright and then gradually fall over under their own weight as the stem extends, eventually hanging straight down (if they have space). There are two very similar species, Sedum burrito and Sedum morganianum. Yours looks like the latter.
