They do, but certain kinds of plants have dedicated moderators (such as roses, daylilies, lilies and others) but some plants don't have moderators and therefore a very small handful of administrators moderate them. They aren't going to check for accurate cultivar names - that kind of thing only happens in areas of the database that have moderators dedicated to it.
