I don't know of one book that's better than another, but here are two titles I've heard recommended several times:

The New Seed Starters Handbook (by Nancy Bubel)

This one is more for saving vegetable seeds:
Seed to Seed: Seed Saving and Growing Techniques for Vegetable Gardeners
by Suzanne Ashworth, David Cavagnaro and Kent Whealy
