I'm inclined to agree with Dave, that the whole seed offering idea is probably best left to the forums. I've certainly seen lots of members generously offering seeds when someone requests something, be it specific seeds or a general request for veggie or herb seeds for community gardens.
If we were to to something organized, tho, the Virtual Seed Packet idea is a good one.
