This is definitely true. I'm zone 5 (I think 5b) and I grow dormants, semi-evergreens and evergreens because they are under snow for most of the winter. The other thing I have noticed is that most everything here behaves as a semi-evergreen at most. I wouldn't recommend spending a ton of money on an evergreen until you know you can keep them alive with a mix of mulch and snow.
