Personally I think you should err on the side of very diluted!! One thing that can get these guys to bloom is over fertilizing, Kevin doesn't care that they bloom because he's utilizing them, but those of us that want plants, probably don't want them to bloom!!! (since they're mono-carpic - die after blooming!) I tip my hat to you.
