Well, I normally do not order short plants either (though I made an exception this spring to get some Huben cultivars), but if I recall correctly, I got this as a gift.
In the past, I have measured scape heights on this plant from 21" to 25". (That is when I was still obsessively taking notes on things.) It also just occurred to me that you can't judge the scape height from any landscape-type picture that was from my Moon Garden. The Shasta Daisies in that picture were 'Darling Daisy', which is a dwarf plant. I think I also may have had the camera on a short tripod for that photo. (Though I have to say, that the scapes look tall in that photo to me, too.)
Could it have been mis-identified? Possibly. I did not record it at the time (I am better about such things now) but I vaguely recall that it came from Marietta's garden (and sometime once in the past I read that someone (maybe more than one person) had received mis-identified plants from there). https://www.mariettagardens.co.... I also looked at their 2013 catalog and they also have a 'Newberry White Glitter' which is described as being "near white" and "SPARKLES", but that per the ATP database photo has much wider sepals.)
On the other hand, and as we all know, daylilies do vary in their behavior, from garden to garden. I have had other daylilies here which were consistently quite shorter than their registered scape heights.
'Tranquil Horizon' was one such for me, and I got that from Ted Petit.
Getting back to NWD... I never measured the bloom size but I think it is about right, it is diamond dusted, the bloom iirc is extended (though not registered as such), and the narrow foliage is definitely evergreen here. I can't recall about fragrance, but it is possible. It can rebloom here (I have a problem getting rebloom in general, possibly because of shade and possibly because I slack off on fertilizing); I have an EM bloom, and then later on in late summer (or early fall? I never really recorded the dates) another round of bloom. I believe the plant is diploid, but I have not proven it. (I have only tried a few times to make crosses with it, and as both it and the other parents I was trying to use all had long pistils, that could have factored in... or one of the plants might have had a sterility problem.)
My clump is already scaping so I don't want to divide it at this time, but I could maybe take off 2-3 fans after it has finished its first round of bloom, if you would like. (Yes, I know that summer is not the time for it, but by the time it finishes blooming on the second round, that might be getting too close to your first frost.
