I doesn't cost that much. I pay about $15 dollars a year for a domain name through GoDaddy. My web host (Weebly) has several price plans. You can sign-up and build a site for free, you have to use their domain name and it has limited feature. But that is how I started mine. I signed up for free and started building my site and learning how to use the feature, then before I published my site I upgraded, to be able to use my own domain name and have access to other features. The current pricing for the plan that I am on is $59 for 6 months, $99 for a full year and $159 if you pay for 2 years. You don't need to know html, it's all drag and drop.
