) It's very likely, given what's known about truly killing rust within plant tissue, that the plants arrived with latent rust. There is not a lot a seller can do if they spray to control rust and do not see any.
Very true James as most bigger sellers do spray (and have to) so they may never see the rust. I have received plants from northern gardens that say they have never had rust and those plants are the first to break out once they get to my climate. They have not had time to get infected here so I know that the plants were already infected with it but the seller did not have the right conditions for it to show up.
