Teresa, I use both E6000 and lately I have started using Permatex Clear RTV Silicone Adhesive. You find it in the automotive dept. I was talking to a vendor at a local flower show that was selling them and she said that was what she was using and it was less expensive as the E6000 and works great.
Have you thought of painting a votive cup to get the yellow color you are looking for? I have painted some of my plates and they are still looking good. I paint the back of my plates to get a bit of extra color. You could try just painting the inside of the votive cup and see what kind of a look it gives you.
