Usually, the best way to handle something like this is to contact the owner of the picture by Tmail and ask how certain they are of the ID.
If they agree that the ID is incorrect, it's a simple matter for them to propose that the image be moved to the proper place.
If they don't agree, or don't respond at all, you can then Tmail a database moderator (if it is in a moderated genus) or admin to sort it out.
