I agree and please do not feel I think you are wrong. Everyone hear things different and different things calm people. I do not mind them if they are on someone's property and I do not hear it like it is in my space. The small ones on other people's property usually only the property owners hear them.

Feng Shui. Probably why I am broke because I do not have any wind chimes. Rolling on the floor laughing

The one the neighbor set up was as unsettling as having a dog barking all night in your bedroom. That was why the code enforcer went into enforce mode. We have very few rules so if it was not loud he would not have done anything.
