If you want to save the bush, I would try digging it up and washing all the soil off the roots. Then replant it in fresh soil. When was the last time she sprayed? Surely not over the winter? I think most of the residual sprays are only effective for 6 months? After that they dissipate and are not as effective so it may not bother anything you plant there from here out.
