You can get Milorganite in Canada, at least Rona advertises it in Ontario (not sure if there's a store near you):

I was able to get it a few years ago at a local garden centre but haven't seen it there since. It's not complete though, but what your soil needs would depend on what it already has so a soil test would be the best idea. If you're thinking Miracle Gro then the all purpose 24-8-16 would normally be better than 20-20-20.
