I never grafted roses in Atlanta when propagating. I did not need to. However, I did order some new roses online that were sold grafted and some that were own root. Neither was actually better than the other for me in Atlanta although you have to protect the graft in very cold areas. Dr. Huey (aka Dr. Robert Huey, Shafter) probably sells best. If you were to have nematodes (like in sandy Florida), consider Fortuniana rootstock instead. Demand is probably not high so you may want to inquire with commercial wholesalers and find out where they get them from. Or break the graft from a grafted rose. Or ask people whose grafted rose had issues and are now growing the rootstock instead. Other rootstocks: multiflora, grifferaie, odorata, manetti, pacesetter, etc.
