Last picture was hard to see detail but it looks like new growth to me. RRD puts our witches brooms.

For one thing that growth is still too young and small to really tell what it is. However, MANY roses start out with red new growth. I would wait for it to grow some more before I would make any judgement on it.

Red Ribbons' new growth is certainly red. The aspect that concerns me is how the growth is all in one dense, tangled-up clump on an otherwise leafless cane. If it's not RRD, then something else is going on, but I'm not sure what else it might be.

OK, so here's my immediate plan: cut the suspicious cane back to the ground, and keep a close eye on this plant for the next few months, and then especially when the spring growth spurt hits. I'm in Texas, and my roses don't go fully dormant during the winter.
