Rose seeds growing outside of hip? Is this normal?

Hello everyone, I was pruning a rose (princess Alexandra of kent) when I found what seemed to be seeds forming on top and outside of the hips, is this normal?

Yes, that's normal. It happens all the time. The seeds are actually fine and could be grown out if you wished.
