No, they are leaf buds that failed to complete development: nothing to worry about.

Besides being way too early for syconia (learned term for fig fruits) right now, they are always formed towards the tip of the branch.

Breba crop figs come out in early spring on old wood but it is hard to tell exactly. I am in zone 9a and had two or three dozen figs, about 1/2" - 3/4", on my small tree but it is out in the open and as soon as the squirrels and deer found them they were gone overnight.
Minds are like parachutes; they work better when they are open.
