Welcome! Flounder. Great story!
The sales should be posted in the classifieds forum by the way. And I would not necessarily put a phone number in a public post....

I live in Vermont and have two healthy plumerias grown from cuttings. One is 3-4 years old and is 30" high with only leaves on the top. The other is 2 yrs, only has leaves at the end and seems healthy. Last summer I put them outside in full sun. Within a day, the leaves started looking "burned" as no chlorophyll. I can't believe VT sun is too strong considering how weak it is compared to tropics. Could I have left them in a southern exposure? Was something else going on? I've yet to see a bloom. I use a plumeria fertilizer.

Welcome! Candyking. Even if your sun is not as strong as our subtropical sun, changing from a shady position to full sun will usually cause some stress.
I truly think that if you want to see flowers at your latitude, you will need to provide supplemental lighting in the darker months to make for a longer season.

I have several older 3-4' plants with lots of leaves & branches but no blooms. I live in southern Georgia so warm sun is in plentiful supply. I don't know what I'm doing wrong except that i do continue to water them all year. Should I stop altogether in winter even in my climate? They stay outside all year except on exceptionally cold nights (<35). Any ideas?

Once they have dropped their leaves, you can stop watering. Do you fertilize them?

I have been fertilizing them but using only generic fertilizer. What is best?

I have a 4.5' plumeria that has zero branches. It has huge leaves and is finally growing a flower stalk. But I want my plumerias to have lots of branches not just be super tall. How do I make it (and eventually my smaller plumerias) branch?? Also, my smaller plumerias are not growing. Not dying but not growing. Im in Phoenix AZ. They have tons of light, cactus mix and perlite, erosion salts, i water and then let it dry, I've just done fish emulsion... what do i do to make them grow? Thank you for your help im desperate to have a backyard full of frangipanis!

I doubt that they can take full Phoenix sun. Try some morning sun and afternoon shade. Water every day during the hell temperatures. I have had them bloom that way in Scottsdale. Don't over fertilize.

I have a plumeria that was about 2 feet tall and had two branches. It began to get leaves in spring but they just stopped growing though they never fully opened and never turned yellow or fell off. The main stem began to wrinkle so I dug it up and found no roots left. I cut off the two branches that are both a bit wrinkled and am hardening them off. Do I need to do something about the wrinkles before I plant them? I think the leaves have been starved.

Not sure what zone are you, most of us stop trying to root around this time.

That looks like the stem is dehydrated. Or if the roots stopped growing but not rotted, chances are the plumeria was going dormant. So it will not open any leaves, it will just be a stick until it wakes up in spring.

However now that you cut the branches. You have to let the end cut callous for 2 weeks. To plump it up you may need to soak it in a water with hydrogen peroxide. If they plump up, let the cuttings dry and just store them for planting in spring.

If you update your zone other members in your zone could probably give a better guidance.

I'm definitely not trying to root anything at the moment. On the contrary, I'm trying to force dormancy in most of mine. I'm only allowing the ones with advanced inflos continue to bloom, or attempt to bloom. @gigiplumeria has given pretty good advice imo.
Look deep into nature, and then you will understand everything better.

I agree with Jason, same here. I've been snipping the leaves too so I don't have to bend and pick them from the ground later or chase them when the wind blows them to our street.
