I'm not seeing passion flower.

What I'm seeing...
invasive japanese honeysuckle.

really doubt the folks planted this invasive exotic...
probably planted by someone a lot further back.

What I do...
I wait for the rainy season... or after the irrigation has run or you put a sprinkler out or whatever...
It usually pulls fairly easily when the ground is moist.
Problem is... it also roots all along the growing stem, and it breaks when you pull on it...

so... just keep at it. or... get rid of the boxwoods so that you can see what you are dealing with...
after you deal with the japanese honeysuckle, plant something that helps the birds, or produces edible fruit or at least has nice flowers...
