I've used a misting spray water bottle, I use normally for watering sprouting seeds.. I used liquid hot sauce, poured into the bottle & sprayed the new growth. All they had to do, was get a whiff of that stuff & left them alone completely. Too bad I hadn't also used it on all the newly emerging growth of Hosta collection, as they mowed that down & some of those, never grew back !
If hungry enough, they''ll try just about anything , including tomato & especially just to find out of it is "tasty" & once they know it is, they'll continue to come back, for more..
After using Tabasco ( I'm sure there's much hotter brands, but not really the point- it's the scent.) they left the roses alone. Then didn't have to spray them at all, after awhile, of repeated applications..

Unless you get a different new deer, that starts to visit & cause destruction. I think they may know better, probably by having eaten hot peppers in a garden, previously & discovered a burning sensation & may remember the specific scent of it, without bothering to taste your roses...Use, regularly & particularly after rainfall , or when new growth appears.
Sure is less costly, than a fence, which weren't even allowed in that neighborhood, in any front yards.. Besides, if they can see well enough, to the other side of the fence, may just jump it, anyway.
