Looks like you have a few things going on, mainly thrips, but the black tips look like rose midge. the lavae prevent the growth of the developing top and bud. I don't know what causing the leaf discolouration. It doesn't really look like Rose Mosaic virus, so perhaps a nutrient deficiency or the leaf may just be old. Do many leaves have that?
