Rose is sitting in a pot. I think it's disadvantage MINERAL ! (not organic) nutrition. Make a rose shower with mineral fertilizer. in low concentration, because there are not a lot of leaves on it. Is it possible to plant it in the soil? Then you can use organic.
You have zone 9. Is it warm at nights in California now? I have such deformed upper leaves appear after cold nights (+ 3 + 5´C) It's passes by itself when normal summer temperatures are set.
It can be added that deformation of the upper leaves and such color spots can be the first signs of downy mildew which arises again due to cold nights.
