Rosemary, I don't know if there is going to be one answer for you. Several things can cause leaf curling. One is powdery mildew which can also cause white spots on the leaves. Another is an early attack of aphids which given our warm weather, could also be another culprit. Rose Midge can also cause curling but I don't know if you have that where you live. There is also a Rose-Leaf Curl virus which is not deadly, just unsightly. Do you see any black dots on your leaves? Thrips can also cause leaf curl and can leave black spots. Do you have any raspberry plants or other berry plants nearby? Raspberry Horntails can also cause this type of damage.

It also looks like in picture #1 that there is something green hanging off the underside of the leaf on the upper right area of the picture. Looks like a small caterpillar/worm to me? Hard to tell.

Given the small white spots and leaf curling, I might go with the powdery mildew especially given how our weather has been this past month. You may just have to wait and see what further develops. Sorry I can't give you a straight answer.
