This saves me a lot of typing and explaining. IMHO I consider the subject , poorly pruned. Why? Studying the photos. There is far too much wood/stem above the new leaf break. So! this will in time probably dry up and decay. For the rose grower IMO this sounds alarm bells. Any kind of what amounts to die back, signals sometimes all sorts of new, further problems. So, IMO the closer one prunes to a prospective new bud the better.
As a plant pathologist. I notice your subject to be very healthy. This is evident by the amount of new shoots, many being close to the ground. Sadly although the old saying, a picture speaks a thousand words. The stem/branch infections do tend to cause alarm. Usually any such adhearents to plants trees an d shrubs can cause alarm bells. My sugestion is. Gently with the thumbnail, scrape away the intruders. Wait and see if there is a return. These happening often cause many if's and buts.
