It looks like a seedling to me and I do not understand why it was in the house plant section.
Sempervivum are totally hardy where you live.Outside all year...under snow in the winter. I has a patch of the "Old Green One" beside my house in Thornburry on Georgian Bay...quite a bit colder than you are in TO.
