I agree with Toni; that looks like a hornet nest to me. Will a fake hornet nest keep away paper wasps? Cause that's mostly what we have here, that and yellow jackets. Funny, those yellow jacket traps work great for yellow jackets, but the darn paper wasps just walk right out of them!
