The flowers are actually tiny little yellow things.

The big fluffy things are the plumes that come after it blooms - kind of hair-like things that carry the seeds around when the wind blows them off the bush. They seem to be readily available at nurseries where I live, but not sure where you are. They are drought tolerant and mine thrives really well in a zone 5 garden with alkaline soil. Best of luck finding one!
