You could try and root it but it won't be Peace. It will be what ever the root stock is.

The suckers will probably grow back because you didn't do enough damage to the point where they are coming from the main tree. In order to stop the root stock from growing you need to damage the node it is growing from so it can not grow again. I would dig right down and find the source and RIP it away so that you do damage it some to keep it from coming back.
