As we have moved around (about every 2 years) we have seen that the post office is the least reliable. It is sometimes the local one and sometimes not. That being said, many times the post office is much better sending things flat rate to Alaska, gets there cheaper and quicker. But it can also sit and sit! We have had birthday cards arrive 1 month late! I think you probably take a chance with live plants no matter who ships them. Laura with Garden Answer had plants shipped to her sit in a train for over 1 week.
