I would say to soak them in water - and once they've soaked for a bit, spray them gently.

I've twice gotten peonies from soil that was so staining in nature that it was hard to see the eyes until you washed them - and even then, the eyes were hard to pick out. The eyes on one of the plants was literally tan from the discoloration from the soil.

LG is probably right, though. I am just floating out a bit of hope.

EDIT: I could not find any info about "Nitree."
