I understand it can happen, but I can't figure out:

1) how people think they have a right to complain about someone else having too many anything let alone plants,

2) who they think complaining to would be effective, and...

3) what sort of enforcement they're hoping to find.

I'd also bet good money they would be outraged if someone decided to dip into their business. nodding
Always looking for interesting plants for pollinators and food! Bonus points for highly, and pleasantly scented plants.
