I bought a plant a few years ago labeled as 'Jovibarba heuffelii hybrid'. I think that was an old classification that was changed to Sempervivum. However, it's growth habit isn't like the other Sempervivums that I've attempted to grow. It's growth does match what I'm seeing in your photo. It's one of the few Sempervivums I've managed to grow successfully in my location, though one of these days it's not going to survive its tantrums in re the natural weather conditions here. It's come back from the brink several times. Here's a photo taken in June, but earlier this month it went suddenly downhill and portion of it has been removed and tossed and a small section cut off to see if it can be started over. When its doing well, I like it.
