You can't have too many viburnums..

The structural scales evident on all parts of the plant point to Elaeagnus sp., as noted previously. There are more than a couple members of this genus, and there are likely related genera/species.

I certainly don't know what might be found in Israel, nor zone 11 conditions - but someone could likely search that easily enough.
