It's not possible to say for sure, but this looks a lot like a cultivar of Pentas lanceolata that is patented as 'PEZZ0002' and marketed with the trade name of "Starcluster White". I grew it a few years ago.

Overall, the plant is a bit larger in all respects (leaves, flowers, etc.) than normal and more hirsute. Also, the flowers don't flare out as much. I suspect that it may have a higher ploidy than normal but I don't really know since it is a product of Syngenta's proprietary breeding program.

Syngenta now offers a "Starcluster White Improved", but the plant in your photo looks more like the original offering of 'PEZZ0002'.
