That plant was in a bot garden in central Mexico. It does look a lot like what I've got here. A loose rosette is characteristic of the species.
Here is your side view:
The distance between the two leaves above and below that big chunk of exposed stem is about an inch. So that's the distance between successive spirals in the rosette, such as it loosely is.
This plant was evidently propagated from a leaf and thus has 3 heads instead of the usual 1. It is growing in full sun.

Solitary stems to 50cm, "colossal" loose rosette to 30cm+, typically composed of 15-20 leaves. Distinguishable from the similar gibbiflora based on color: gibbiflora is "variously colored" while gigantea is "consistently pale bluish-green and red-edged." Inflorescence to 2m+.
